If the production team for anime would have planned to leave the possibility open to a new season and Chapter 63 could have been the ideal finale for Episode 13, because it features the shocking wedding proposal. The positive aspect is that this halting point makes room for additional Horimiya OVA episodes. A lot of the more fun skippable content from the initial part of the manga could be used in this way.
